房产税在上海、重庆先行先试今日满三年，试点效果争议不断，但可以看出，房产税改革正在路上，并注定会在今后对楼市调控、百姓生活产生重要影响。
2010年，政府出台新“国十条”，以此来控制房价。此举对市场产生了重大影响，虽然房价并没有跌，但开征房产税已成为必然。2010年5月，国务院同意国家发改委《关于2010年深化经济体制改革重点工作的意见》，《意见》中明确指出要逐步推进房产税改革。2011年1月28日，房产税开始在上海、重庆试点，方案不一。上海方案只针对增量，并给予户籍居民家庭一定免征额;重庆方案则偏重高档住房，涉及存量与增量。
不少专家表示，从试点效果来看，上海和重庆的试点存在一些制度缺陷。一方面，房产税的征收特点应是宽税基、低税率。但从两地的试点情况看，税基偏窄问题较为明显。窄税基应当对应高税率，但两地的实际税率明显偏低。另一方面，计税依据也与国际惯例不符。国际上一般以评估值为依据，而两地或以市场价格为依据，或以原始价格为依据。
“对于上海和重庆的试点不能仅从财政收入和房价调控的角度去看，两地试点的最大成效在于‘制度破冰’。”财政部财政科学研究所所长贾康此前在接受《证券日报》记者采访时表示，这意味着地方税收体系建设迈出了重要的步伐，这对下一步深化分税制改革具有重要的探索意义。
中国房地产指数研究所所长兼搜房控股董事长莫天全表示，房产税对房地产、对房价的影响，短期内不会看出来，应着眼于长期。毕马威华中区税务主管合伙人卢奕也认为，税收是十分严肃的事情，要有持续性，所以应该是长期执行的，税收不应针对调节短期行为，楼市出现的过热问题一定从增加供给、金融、税收等多方面去综合解决。”
值得注意的是，目前，我国房地产领域开发、转让环节的税种很多，收费也较多，且存在重复征税，所以我国房产税改革目前已被放置在房地产税制整体改革框架中考虑。
房产税在楼市调控中扮演什么角色?这在业内已逐渐形成一定共识，那就是不可或缺，更偏重于楼市的长效机制建设。十八届三中全会传递出消息，“加快房地产税立法并适时推进改革”;“建立全社会房产、信用等基础数据统一平台，推进部门信息共享。”尽管房地产税立法是在十八届三中全会后才提出，但是，随后官方对于这方面表态的高频率出现，一定程度上说明，房地产立法的推进有可能为房地产交易、持有等各环节进行税费的调整，推进房地产市场调控向经济手段、市场手段转变。
财政部财政科学研究所所长贾康近期表示，长期来看，“房产税”立法还是非常必要，不过先行先试也十分必要，“在做顶层设计和积极立法时，允许摸着石头过河，在肯定上海、重庆试点的前提下，形成某些基本共识后逐渐往前推，未来有条件时，制定相关法律。”
业内人士称，房产税改革是大势所趋。从技术层面看，经过多年的准备，征税基础工作大体就绪。国家相关部门做了相应的技术准备，包括房地产的批量价值评估，房地产信息系统在各地也基本建立，房主与房产基本对应。在一些经济比较发达的省份，相关政府部门也建立了土地数据库、房产数据库。此外，通过上海、重庆两地的试点，我国在房产税方面已经积累的一定的经验，这为下一步全面推进房产税也创造了条件。
“房产税的推进在最近一两年‘会有大的动作’。”国务院参事、中央财经大学税务学院副院长刘桓认为，随着时机的日益成熟，该项税种试点的扩围已经不可避免。“中国房地产调控已经走到了一个十字路口，作为调控的一个重要手段，房产税有利于改变人们对于房地产发展的预期、改变房地产脱离其本来属性，变为投资品的趋势。”
毫无疑问，近三年的试点之后，房地产税收制度的改革已成必然趋势，除了对中国房地产市场的健康发展具有深远意义，也将有力促进我国税收征管水平的提高，纳税人纳税意识改善，成为提高中国公共财政透明度以及推进地方政府治理改革的力量。

Activities in this game are divided into several modules. First is the economy as a citizen in a country of your choice you must work to earn money, which you will get to spend for example, on food or purchase of weapons which are critical for your progress as a fighter. You will work in either private companies which are owned by players or government companies which are owned by the state. After progressing in the game you will finally get the opportunity to set up your own business and hire other players. If it prospers, we can even change it into a joint-stock company and enter the stock market and get even more money in this way.
In E-Sim, international wars are nothing out of the ordinary.
Become an influential politician.
The second module is a politics. Just like in real life politics in E-Sim are an extremely powerful tool that can be used for your own purposes. From time to time there are elections in the game in which you will not only vote, but also have the ability to run for the head of the party you're in. You can also apply for congress, where once elected you will be given the right to vote on laws proposed by your fellow congress members or your president and propose laws yourself. Voting on laws is important for your country as it can shape the lives of those around you. You can also try to become the head of a given party, and even take part in presidential elections and decide on the shape of the foreign policy of a given state (for example, who to declare war on). Career in politics is obviously not easy and in order to succeed in it, you have to have a good plan and compete for the votes of voters.

The international war.
The last and probably the most important module is military. In E-Sim, countries are constantly fighting each other for control over territories which in return grant them access to more valuable raw materials. For this purpose, they form alliances, they fight international wars, but they also have to deal with, for example, uprisings in conquered countries or civil wars, which may explode on their territory. You can also take part in these clashes, although you are also given the opportunity to lead a life as a pacifist who focuses on other activities in the game (for example, running a successful newspaper or selling products).
