文長，慎入
也許有很多人已經知道，這裡是仿造另外一個過去在台灣曾經熱門過的遊戲所製作出來的。
但是應該有很多人不知道，Taiwan 其實不存在於這類的遊戲內，先烈們花了許多時間與心力爭取才使得這面國旗出現在遊戲中，在此特別緬懷
（為了怕輸掉十個 Q5 Food，只好先上個馬賽克擋一下）

這是個很久遠的故事
大約要從四年前說起 ....
在隔壁棚草創之初，遊戲人口大概就跟一年前的 Secura Taiwan 差不多，大約兩百左右，那時候國內活躍的人大概也就十幾二十個，這些人不儘要身兼政務要職、軍務要職、黨務要職，同樣的也是萬年議員。這時候的國家很簡單，也很有效率，因為大家的理念相同、目的相同、想法也相同，即使是類似前幾天的大戰，分工井然有序，有人統計傷害、有人指揮輸出、有人整理補給、有人協調盟軍、有人聘僱傭兵、有人觀察戰場 ... 大家各司其職，但仍不至於手忙腳亂，雖然勞炸，但是很有成就感，相信同樣經歷過的朋友們都能夠體會。
這個時候的議會
議員除了幫忙蓋章之外，還是幫忙蓋章，但其實絕大部分的議員都也已經是總統閣員了 lol
當國家逐漸進入穩定局勢之後，開始發展的就是國內的政治與經濟環境。
為了讓新人能夠保持活躍且提升國家實力，因此我們鼓勵新手參政、設廠、發報 ... 等活動，
隨著 Taiwan 國力成長及經濟穩定，也為了讓後人能有所參考與依據，我們著手建立許多不同層面的制度。
由於當時國內並沒有所謂的黃金刷卡玩家，因此我們規劃了國營企業，讓國家出資來幫忙養大這些新手；
由於經濟開始活躍，因此我們用央行規劃了貨幣政策，穩定匯率市場的同時也能夠協助中小企業的成長；
為了抵抗韓國的虎視眈眈，我們規劃了不同等級的補給與指揮制度，執行了無數次的軍事操演；
最後，我們讓議會制定了許多法規，上至憲法，下至各部會的行政命令，議會監督著政府的作為，保護著人民的荷包。
這個時候的議會
議員們非常有存在感，議員與政務官是截然不同的一批人（或許會有極少數重複）。
接下來的時代，大概是整個國家最活躍的時期，但不可否認也是紛爭最多的時期。
由於制度的制定與執行，議會被賦予了相對應的「責任」以及「權力」，當然這些「責任」不外乎就是開會出席率、法案投票率、保密防諜規定、提案執行責任等。「權力」，可預見的也就是質詢權、預算審核權、監察彈劾權等。
這裡之前還在吵組織號 Log 要不要公開，總統還可以拒絕跟議會溝通，你們大概無法想像，在隔壁棚建國沒多久，總統當選後幾天內你就要向議會提報本屆任期的預算案了，沒在時效內完成審核，你只能等著吃土、刷卡或者被彈劾。

只要你是議員走路都有風，進到論壇議事區，官員差不多就是雙腿夾緊，雙手貼緊褲縫的狀態。
走到這個地步，跟 RL 就差不多了，人民永遠分成兩派，支持總統 & 反對總統，是個 689 v.s 609 的國家。
RL 有兩個政黨彼此敵對，遊戲裡由於政黨基本上是個廢物功能，所以是軍閥亂政的現象。
玩到這個時候，遊戲內基本上不會有人在管什麼招生、翻譯、工具製作還是寫教學文之類的雜事 ....
然後 Taiwan 就會開始沒落了，曾經擁有十倍人口的隔壁棚，現在只有 Secura 的二分之一。
我想說的是
對於議會與議員們，我們到底希望他們在這個遊戲中扮演什麼樣的「角色」？
討論這些事情並沒有所謂的是非對錯，畢竟這是個「遊戲」，你會花時間付出，但是不會有收入，
沒有人能保證自己每天都一定能夠壓秒蓋章、壓秒起義或者壓秒輸出，因為在遊戲之外，你還有「現實」得顧。
是學生的，會有課要上、有試要考；是上班族的，會有工要作、有會要開；是父母的，會有小孩要顧、有奶要餵 ...
當然，有人會說，既然選了議員，有了「權力」就該負「責任」。
所以現在我們要問，議員的「權力」是什麼？「責任」是什麼？
議員們所提的政見，該去執行與完成的，到底是議員，還是總統？
我們到底是希望一個在任期內能夠隨傳隨到可以幫忙在緊急時刻蓋章，每個禮拜至少來開一次會的議員，
還是希望這個人把這些時間拿來當個總統，規劃國家的未來，帶領國民？
一個章蓋得更快 & 蓋得更多的議會 v.s 一個可以花更多時間、肝更硬、還能隨傳隨到的總統 / 指揮官，
何者才能夠真正幫助國家成長呢？
對於想選議員的朋友，我真的覺得不需要寫什麼政見，
最好的議員政見就是你平常在 IRC 的活躍度、在戰場的活躍度、甚至在 shout wall 上面的活躍度。
LINE、IRC、QQ、RC 都是一樣的東西，加的越多只是代表你忽略的也越多
（補充一下，我並不反對開 LINE 群、QQ 群或 RC 頻道，但是需要思考的是使用者及軟體的特性）
最後
未來的路還很長，隔壁棚都活了四年了，相信這裡的壽命也不會太短，
刷金的玩家貢獻不會特別大，三擊的國民也不會是個拖油瓶。
每個人玩遊戲的理想不同，選議員的原因不同，當總統的理念不同，
不要把自己覺得理所當然的事情加諸在他人身上，
如果你給他錢，或者他欠你錢，那當我沒說

USA as a world power? In E-Sim it is possible!
In E-Sim we have a huge, living world, which is a mirror copy of the Earth. Well, maybe not completely mirrored, because the balance of power in this virtual world looks a bit different than in real life. In E-Sim, USA does not have to be a world superpower, It can be efficiently managed as a much smaller country that has entrepreneurial citizens that support it's foundation. Everything depends on the players themselves and how they decide to shape the political map of the game.
Work for the good of your country and see it rise to an empire.
Activities in this game are divided into several modules. First is the economy as a citizen in a country of your choice you must work to earn money, which you will get to spend for example, on food or purchase of weapons which are critical for your progress as a fighter. You will work in either private companies which are owned by players or government companies which are owned by the state. After progressing in the game you will finally get the opportunity to set up your own business and hire other players. If it prospers, we can even change it into a joint-stock company and enter the stock market and get even more money in this way.
In E-Sim, international wars are nothing out of the ordinary.
Become an influential politician.
The second module is a politics. Just like in real life politics in E-Sim are an extremely powerful tool that can be used for your own purposes. From time to time there are elections in the game in which you will not only vote, but also have the ability to run for the head of the party you're in. You can also apply for congress, where once elected you will be given the right to vote on laws proposed by your fellow congress members or your president and propose laws yourself. Voting on laws is important for your country as it can shape the lives of those around you. You can also try to become the head of a given party, and even take part in presidential elections and decide on the shape of the foreign policy of a given state (for example, who to declare war on). Career in politics is obviously not easy and in order to succeed in it, you have to have a good plan and compete for the votes of voters.
You can go bankrupt or become a rich man while playing the stock market.
The international war.
The last and probably the most important module is military. In E-Sim, countries are constantly fighting each other for control over territories which in return grant them access to more valuable raw materials. For this purpose, they form alliances, they fight international wars, but they also have to deal with, for example, uprisings in conquered countries or civil wars, which may explode on their territory. You can also take part in these clashes, although you are also given the opportunity to lead a life as a pacifist who focuses on other activities in the game (for example, running a successful newspaper or selling products).
At the auction you can sell or buy your dream inventory.
E-Sim is a unique browser game. It's creators ensured realistic representation of the mechanisms present in the real world and gave all power to the players who shape the image of the virtual Earth according to their own. So come and join them and help your country achieve its full potential.
