一，政府出面接受afk人的装备。
政府设定一个机构公布接收的装备，记好装备号，不管这个人什么时候结束afk都要及时还给他。拿来的afk装备可以租借出去，q5全套0.5g，q6全套1g等等获得收益。如果取得利益了，可以和装备原主人平分。这样EC也有一份保管装备收益。还要和GO协调好，防止人拿了装备转卖或者afk。
二，政府出面宣传只用一个链接。
原来有个内政君的号，现在也不知道跑哪去了。假设用他的号当宣传链接，那么他的下线到7级后保守就可以获得5g。等这个人加入军团了，就将这5g分给那个军团。这样来刺激军团拉人，照顾新人，同时也给了军团一笔收入。至于哪些军团可以做一个限定，也可以完全变成政府军。到时候根据新人的意向，毕竟有些人是喜欢散漫的。政府宣传需要牺牲精神。 如果这样搞的话，出去宣传的人会没有收益，由教育部负责？总统负责？不论是谁需要坚持宣传下去。
三，成立军事委员会为“最高权力机构”
不要误会，这和政府原来成立的军委不一样，军委是选举机构和幕后BOSS。这里的军委是各军团长按贡献进入，至少要达到一个“基数”。一个“基数”为1000q1枪和100q5面包。是的，你没看错，要拿出真金白银来加入军委会。军委会分配18个议会议员名额，剩下两个留给不在军委军团中的闲散玩家。军委内部讨论决定总统人选。但最大的区别在这里，总统一旦当选拥有所有行政权力，具体事务跟议员商议。军委不能决定具体事务，只是选举机构。军委根据各军团贡献基数决定那个军团议员名额，但不能使任意两个军团议员数加起来超过10人。军委收入算政府收入，用于战时补贴。总统选举出来后，各军团应服从安排，这应该是基本共识。为什么叫最高权力机构，这就和人民代表大会差不多。

In E-Sim, USA does not have to be a world superpower, It can be efficiently managed as a much smaller country that has entrepreneurial citizens that support it's foundation. Everything depends on the players themselves and how they decide to shape the political map of the game.

Activities in this game are divided into several modules. First is the economy as a citizen in a country of your choice you must work to earn money, which you will get to spend for example, on food or purchase of weapons which are critical for your progress as a fighter. You will work in either private companies which are owned by players or government companies which are owned by the state. After progressing in the game you will finally get the opportunity to set up your own business and hire other players. If it prospers, we can even change it into a joint-stock company and enter the stock market and get even more money in this way.
In E-Sim, international wars are nothing out of the ordinary.
Become an influential politician.
The second module is a politics. Just like in real life politics in E-Sim are an extremely powerful tool that can be used for your own purposes. From time to time there are elections in the game in which you will not only vote, but also have the ability to run for the head of the party you're in. You can also apply for congress, where once elected you will be given the right to vote on laws proposed by your fellow congress members or your president and propose laws yourself. Voting on laws is important for your country as it can shape the lives of those around you. You can also try to become the head of a given party, and even take part in presidential elections and decide on the shape of the foreign policy of a given state (for example, who to declare war on). Career in politics is obviously not easy and in order to succeed in it, you have to have a good plan and compete for the votes of voters.
You can go bankrupt or become a rich man while playing the stock market.
The international war.
The last and probably the most important module is military. In E-Sim, countries are constantly fighting each other for control over territories which in return grant them access to more valuable raw materials. For this purpose, they form alliances, they fight international wars, but they also have to deal with, for example, uprisings in conquered countries or civil wars, which may explode on their territory. You can also take part in these clashes, although you are also given the opportunity to lead a life as a pacifist who focuses on other activities in the game (for example, running a successful newspaper or selling products).
