As an ethnic Mongolian living in China: Yes.
Geometrical aspect: Soil of Inner Mongolia is much more exploitable by nature comparing to Mongolia. The majority of Mongolia is empty with rocks, sand, etc, which is very unpopulated. This is not the case for Inner Mongolia.
Population: due to above reasons the Mongolia has only about 3million populations while Inner Mongolia has 24million. Population is the engine for ecnomics.
Econimics: China is strong economically and its trade will certainly benefits Inner Mongolia. By the year of 2015, the GDP of Inner Mongolia is 285 billion USD while Mongolia has only 36.6 billion USD.Inner Mongolia vs Mongolia;
Health; Education: HDI: from above links you can see the HDI of Inner Mongolia 0.722 is neck and neck with Mongolia 0.727. However if you take population into consideration, Inner Mongolia will prevail.
So to sum up, Mongolians living in Inner Mongolia definitely live better than in Mongolia.

It’s like freedom VS money.
Let’s say you are someone in Innermongolia : Your city infrastructure is far better developed than Mongolian capital city. GPD is higher. You are minority in your own land. Whenever you go , you will see mostly Han chinese. Your country is not independent. It’s better off to abandon your nomadic culture and live in the city because chinese are using it for mining. Even tho there are few mongolian schools you sent your child to chinese school because that’s better for your child’s future career. As a result younger generation will only speak chinese. You have chinese passport and ID, so whenever you go, you will be seen as chinese person.
But hey you are one of 1 billion people. And everyone knows about china. Whenever you go people will greet you with Ni HAO. Your country “china” is becoming bigger and stronger.
Someone in Mongolia : You live in a very small and economically or politically not powerful country. There are many corrupted politicians but you have freedom of speech. You can openly curse at them doodle them and make fun of them. Actually most of the rap songs are diss to politicians.
Your country is independent you can find it on world map and during Olympics you can see your flag or hear your anthem. You are majority in your country all your neighbors are mongolian and everyone speaks mongolian. So future generation would probably speak mongolian. Government supports herders and mongolian traditional nomadic culture. Mongolian population density is the lowest in the world so enjoy more nature not cities.
You are one of 3 million people with less money and more freedom.
So which option do you prefer? Which one is “better off” than the other.

I suppose there is no a straightforward answer to this question. it is much dependent on what criteria to use to define the identity. to me it sounds very similar if you ask which part of Korea (north or south) kept its Korean identity better? if such question is asked with regard to Koreans I suppose many would answer that South Koreans are more affected by US culture or Westernized etc., while North is underdeveloped etc. If you want to ask which Korea remained close to the one that used to be then it will make sense to answer that North is perhaps more close to the one that used to be before WWII. In this term probably North Koreans kept their identity better than their Southern brothers.
But on the other hand the future of Korean ethnicity is perhaps more secure in hands of South Koreans since South Koreans are performing better as a successful independent nation while future of North Korea is quite uncertain since North Korea will undergo major changes in the future. There will be lot of changes in foreseeable future for sure. And maybe their southern brother will be a development benchmark for them. These are certainly a speculations since future is always fundamentally unknown to us.
if you look with these thoughts to Mongolia you will find similarities for sure.
Obviously so called Outer Mongolia was also severely affected by Russian influence while Inner Mongolia was more affected by Chinese influence. Maybe our Chinese Mongolians are closer to Mongolians of early last century although I have some serious doubts. Although we were severely affected by Russians nevertheless outer Mongolians certainly are doing better as an independent nation. so perhaps it is sufficient to argue that outer Mongolians are keeping their identity better since the chance to remain as independent nation is far greater in a case of outer Mongolians compared to Inner Mongolians.
To recap my point is that identity is not a static phenomenon it evolves and develop. I presume outer Mongolians are developing faster compared to other Mongolians like Chinese or Russian Mongolians. And I am not sure which criteria is more relevant these days to provide a clear cut answer with regard of true Mongolian identity.
