很高興我終於被彈劾了，以下簡單說明這五天的施政報告。

本週（Day 438-443）主要政策為修改稅率、控制物價並配合戰爭以回收過去政府過度釋放至市場的大量貨幣。
在經濟改革計畫施行前，政府每日稅收總額平均約為 350 TWD，但光 NTA 的薪資支付就必須每天支出高達 1000 TWD，加上其他軍團及公司企業主必須支付給所屬員工的薪資，每日從政府手上流出的 TWD 估計至少需要 3000 TWD 以上。經改前政府的持有貨幣比例僅有發行總額之 5%，即使包含預付給 NTA 的二日薪資所需貨幣，政府的貨幣持有比例仍不到 8%。
經濟改革計劃開始施行這一週內，雖然相當程度的調降國內增值稅及所得稅，但因配合政府的市場介入政策，即使實際上售出的速度遠少於原本預估的數量，但每日稅收總額仍維持在略高於稅改前的水準，約為稅改前的 115% 左右。政府持有的貨幣比例上升至發行總額之 20% 左右，如果僅以近兩個月政府的貨幣發行量來計算，政府所持比例從 7% 提升至 27%。而政府的黃金儲量由於宣戰所需、每日開啟戰場的額外花費及採購部分國內戰需物資而有約 10% 的損失，但因匯市及市場交易的盈餘，政府黃金儲量約為戰前之 93%。
整體上來說，這五天政府運作的淨盈餘超過 500g，包含回收的 TWD 數量以及 GOLD 盈餘狀況。
我覺得國內有許多人無法理解現在國家的狀況以及實際上政策施行面所可能遭遇的問題，包含那些曾經提出意見的國民，雖然我沒有直接與很多人討論政策，但是藉由間接的方式，我一樣能夠獲取到許多來自不同面向的意見。
我必須說，NTA 的運作模式是造成國內經濟崩壞的最主要原因之一（80%），而另外一個次要原因才是新人的高死亡率（20%）。NTA 的各級平均薪資都比市場薪資高超過 20% 以上，尤其是給予新人的薪資更可高達市場的 150%，不僅嚴重壓縮國內企業的利潤，也等於將大量的台幣丟到這些高死亡率的族群，當然我不是說新人不該領高薪，而是可以在日後將薪資補足給那些持續玩下去的新人們。同時 NTA 團內有很多三擊的老人，這些老人領著更高的薪資但是卻不會把台幣釋放回市場流通，一個老人的平均薪資可以抵上三、四個新人，只要一點很簡單的計算，就能夠推估有多少錢卡在這些人手裡。
我相信國內大多數人都不關心新人的死活狀況，所以在新人潮的第一天（Day 413）我就找了 TW_Jimmy 記錄國內新人的出生資料，而一個月過後（Day 443）我們總共有四百位新人註冊，雖然新人死亡率高（約為 80%），但是存活下來的新人活躍程度也還是比老人高，只有新人才會有較高意願將 TWD 釋出，不論是換成 Gold 保值或者購買物資，所以實際上卡死在新人手裡的 TWD 總量絕對遠低於那些領了一、兩個月高薪的老人。而 NTA 過去釋出的物資價格又遠高於全球物價（110% 以上），造成國內購買意願極低，TWD 回收的速度極慢。
這就是為什麼政府會需要一直印鈔的主要原因，而如果不是我極力拒絕印鈔並採取積極的市場政策，我們現在還會需要印至少兩萬台幣出來花。
我知道很多人崇尚自由經濟，但可惜現在的台灣沒有本錢玩自由經濟；即使我們有強勢資源，但我們也不是唯一有強勢資源的國家；就算中國正在崛起，但台灣也不會是他們國人最終的家。沒有人願意出來擔這些責任是最主要的原因，先不要說光內閣也許就有一半是掛名的了，就連議會也許也只有一半的議員是可以稱得上比較活躍的，自己都靠不住了現在得靠別人嗎？
有想法的不願意出來做事，能幫忙做事的毫無想法，這國家怎麼進步？有些人聽到要選總統、接總統溜的比用四隻腳的動物還快。越自由民主的政治或經濟體系，代表越需要眾人花時間再與他人溝通協調上，但是如果這些人連花時間的意願都沒有呢？或者你連說服一個人的時間都沒有，你要怎麼去說服整個內閣或甚至整個議會，更不用說還想要擴大政府組織。就算想要民主，但是願意參與討論的人永遠都是那幾個人，人民都不打算要民主了，政府怎麼搞民主？
美其名也許可以叫做民主過程，但實際上充其量不過就是個圓桌會議配上萬年國會。
每個人在這遊戲都是在用自己的方式讓這個國家更加強大，有人招募、有人撰寫工具新人、有人編輯教學、有人提供就業機會、合作賺錢 .. 等等；有人能有很長的上線時間，有人無法；有人願意做事，有人只想提供意見。
不論是哪種方式，都不應該用強迫的方式去要求對方該替你做什麼，不要忘記這仍然只是個遊戲，有理念卻不願承擔責任、只期待他人替你實現你的理想或者找一堆活死人過來掛名職務都不會讓國家更好，你只是在消耗那些出來做事的人願意對國家付出的熱誠。
最後，有人問我關於政策的延續問題，我只能說總統不是我，我也不在內閣內，所以不要再問我類似的問題了。新任總統就我所知只是來幫忙開個戰場的而已，我也不清楚他對國家政策有什麼計畫，而原本講了一堆意見的人都跑去中國幫忙了，所以只好請大家好自為之吧。

In E-Sim we have a huge, living world, which is a mirror copy of the Earth. Well, maybe not completely mirrored, because the balance of power in this virtual world looks a bit different than in real life. In E-Sim, USA does not have to be a world superpower, It can be efficiently managed as a much smaller country that has entrepreneurial citizens that support it's foundation. Everything depends on the players themselves and how they decide to shape the political map of the game.
Work for the good of your country and see it rise to an empire.
Activities in this game are divided into several modules. First is the economy as a citizen in a country of your choice you must work to earn money, which you will get to spend for example, on food or purchase of weapons which are critical for your progress as a fighter. You will work in either private companies which are owned by players or government companies which are owned by the state. After progressing in the game you will finally get the opportunity to set up your own business and hire other players. If it prospers, we can even change it into a joint-stock company and enter the stock market and get even more money in this way.
In E-Sim, international wars are nothing out of the ordinary.
Become an influential politician.
The second module is a politics. Just like in real life politics in E-Sim are an extremely powerful tool that can be used for your own purposes. From time to time there are elections in the game in which you will not only vote, but also have the ability to run for the head of the party you're in. You can also apply for congress, where once elected you will be given the right to vote on laws proposed by your fellow congress members or your president and propose laws yourself. Voting on laws is important for your country as it can shape the lives of those around you. You can also try to become the head of a given party, and even take part in presidential elections and decide on the shape of the foreign policy of a given state (for example, who to declare war on). Career in politics is obviously not easy and in order to succeed in it, you have to have a good plan and compete for the votes of voters.
You can go bankrupt or become a rich man while playing the stock market.
The international war.
The last and probably the most important module is military. In E-Sim, countries are constantly fighting each other for control over territories which in return grant them access to more valuable raw materials. For this purpose, they form alliances, they fight international wars, but they also have to deal with, for example, uprisings in conquered countries or civil wars, which may explode on their territory. You can also take part in these clashes, although you are also given the opportunity to lead a life as a pacifist who focuses on other activities in the game (for example, running a successful newspaper or selling products).
At the auction you can sell or buy your dream inventory.
E-Sim is a unique browser game. It's creators ensured realistic representation of the mechanisms present in the real world and gave all power to the players who shape the image of the virtual Earth according to their own. So come and join them and help your country achieve its full potential.
